Abstract

Public spending is a fundamental indicator of a country’s economy, since it indicates how much of its resources are allocated to the payment of public workers and public investment policy. In Latin America, in order for there to be good public investment, there must be a strong economic income, in some cases through exports, but part of this public investment does not help to close gaps. Therefore, the objective of this research was to conduct a systematic review of budget evaluation and the quality of public spending, using the guidelines of the PRISMA declaration and establishing the inclusion and exclusion criteria as: studies between 2014 and 2021, associated in the economic and accounting field, focused on public management, open access and with years of publication. In this way, with the results following the application of the methodology, the 22 scientific articles, which were analysed from a qualitative perspective, were surpassed. In terms of conclusions, Peru tops the list in Latin America as one of the countries with the highest research contribution, followed by Ecuador, Colombia and Mexico, and far behind are Bolivia, Brazil and Uruguay. Studies have shown that whether public spending is efficient or inefficient, it has an impact on economic growth. In conclusion, to optimise the quality of public spending and curb those factors that harm the country, staff must be trained in resource management.
